The quality of education assurance and enhancement system at the University of Warsaw (UW) is built with the observance of the autonomy and specific character of the University units, on the basis of their positive experience in the quality of education assurance, as well as in the conviction that high quality is strengthened by self-evaluation, dialogue, cooperation, support and popularisation of the best and most effective solutions.

Systematic researches on the conditions of education at the University as well as recommendation of the actions influencing the enhancement of the quality of education serve the purpose of improving the education quality at the University of Warsaw.

The quality of education assurance and enhancement system at the University of Warsaw includes:

The task of the Office for Quality of Education is to support and coordinate operation of the quality of education assurance and enhancement system at the University of Warsaw.

The scope of actions, composition and mode of electing the University Team for Quality of Education Assurance (UTQEA) as well as the teams for quality of education assurance at Faculties and other educational units are defined in the University of Warsaw Rector"s Ordinance no 56  of 3 October, 2012 on the quality of education assurance  and enhancement system at the University of Warsaw.

In accordance with the University of Warsaw Senate Resolution No. 241 of 20 June, 2007 on surveys at the University of Warsaw, the system of surveys conducted regularly among academic community and University of Warsaw graduates constitutes an integral part of the quality of education assurance and enhancement system at the University of Warsaw.

The UTQEA includes academic teachers from UW didactic units, representatives of students and PhD students. Rector’s Plenipotentiary for Quality of Education is the chairman of the UTQEA. Both, members of the UTQEA as well as Rector’s Plenipotentiary for Quality of Education are elected/appointed by the Rector of the University of Warsaw for a term of office specified for University bodies.

The main function the University Team for Quality of Education Assurance performs towards the Rector is to advise and recommend. The University of Warsaw Rector's Ordinance no 56 of 3 October, 2012 on the quality of education assurance and enhancement system at the University of Warsaw defines the most important areas in which the University Team for Quality of Education Assurance undertakes actions for the assurance and enhancement of education quality at the University.

These areas concern both policy specifying the aims and strategy of the assurance and enhancement of education quality, as well as procedure of quality assurance, principles of assessing students (including PhD students), principles of the assurance of academic didactic staff quality, principles of reviewing and improving the quality of didactic resources and measures of support for students, principles of collecting, analysing and publishing information regarding the quality of education at the University of Warsaw.

The reports on self-evaluation submitted by University didactic units constitute a significant element and an operating instrument of the quality of education assurance and enhancement system at UW. The University Team for Quality of Education Assurance conducts analysis of these reports and on their basis it prepares its own report on the education quality at UW, which is then presented to the Rector. In order to prepare the above mentioned report, it is also necessary to consider the results of university surveys concerning the conditions of education at UW.

The University Team for Quality of Education Assurance submits to the Rector motions and propositions concerning education quality at UW as well as recommendations regarding the popularisation of the examples of good practices in the field of education quality.

Unit Teams, namely the Faculty Teams for Quality of Education Assurance (FTQEA), which act on the level of didactic units, undertake actions for the assurance and enhancement of quality of education in particular didactic units.

The main function of the unit Teams perform towards the head of the unit is to advise and recommend.

One of the basic and most important tasks of the unit Teams is to prepare reports on the evaluation of their own unit. The reports are prepared in accordance with the guidelines of the University Team for Quality of Education Assurance and result from the evaluation of education quality in the unit.

The reports on self-evaluation present in particular strong and weak points of units as well as they include plans and schedule of actions which serve the purpose of the elimination of undesired phenomena and the eradication of shortcomings. The plans may also refer to quality of education enhancement.

While preparing the report on self-evaluation, the units of FTQEA take into consideration the results of student surveys which include students’ (including PhD students) opinions on the organisational side of didactic classes, the explicitness of requirements and objectivity of assessment, the manner of conducting the classes, the attitude of academic teachers towards students and including PhD students and their availability during duty hours as well as general evaluation of didactic classes.

The reports on self-evaluation are disclosed and published at the University website as well as the websites of didactic units.

The Office for Quality of Education constitutes an essential element of the quality of education assurance and enhancement system at UW. The fundamental task of the Office for Quality of Education is to support Plenipotentiary for Quality of Education’s actions of conceptual and organisational character as well as coordination of ventures aiming at the assurance and enhancement of quality of studies at UW. The Office for Quality of Education assists the Plenipotentiary in collecting and processing information concerning the implementation of the system as well as cooperation with the UW didactic units within the implementation of the System.

In order to perform these tasks, the Office for Quality of Education cooperates with the following units:

Moreover, the staff of the Office for Quality of Education monitor the experiences of Polish and foreign higher education institutions in the field of education quality as well as provide the students and University employees with information concerning the subject matter of education quality in higher education in Poland and abroad, care for coherent information policy regarding the issues of education quality at UW, organise trainings and scientific seminars concerning the issues of education quality, perform consultation and advisory actions within techniques, methods and procedures of quality assurance as well as the promotion of good practices connected with the quality of education enhancement at UW.

Another essential element of the quality of education assurance and enhancement system at UW is the Section for Evaluation of Quality of Education. Its main task is to conduct systematic researches on the conditions of education at UW as well as to cooperate with the University Team for Quality of Education Assurance and the Office for Quality of Education in the recommendation of actions for the improvement of education quality.

The following elements are the subject of research conducted by the Section for Evaluation of Quality of Education:

The description of conditions of education at UW made by the Section for Evaluation of Quality of Education includes analysis of the needs of the University as well as didactic units, which are connected with didactics and quality of education, description of didactics at UW and actions undertaken at UW for the improvement of education quality. The Section for Evaluation of Quality of Education conducts systematic analyses of changes occurring in these areas.

Opinion polls concerning the quality and conditions of education at UW are conducted among the following groups:

academic community: present students (including non-enrolled students of postgraduate studies), research and teaching staff, administrative staff, PhD students,

On the basis of the results of university surveys the Section for Evaluation of Quality of Education prepares research reports, which are submitted to the Rector, the University Team for Quality of Education Assurance, the University of Warsaw Senate, the Students’ Self-Government Board as well as to the PhD Students’ Self-Government Board.

The information presented in the research report is a foundation for the University Team for Quality of Education Assurance to formulate results and propositions regarding the quality of education, which are submitted by UTQEA to the Rector.

The results of researches on the quality of education are used also by the Office for Quality of Education for effective cooperation with UW didactic units in the enhancement of the quality of education assurance system.
